Would not work unless certain goods and services were excluded, perhaps a luxury tax although the rich know how to bypass that shit already so would disproportionatly hit the poor. Things like buying a yacht in international waters and registering it to some unheard of island nation. Maybe as bad as the income tax we got now. A few things come to mind that could help
10% flat tax no write off's everything beyond is voluntary
$50 mil networth cap adjusted for inflation the rest goes to state
Cut extravagant military spending by at least 60%,
Reduce federal government and its many non essential beurocrats by at least 1/2. Also reduce pay for top positions a bit.
Get rid of cia, FBI and only resurrect them for war purposes. They must declasify all the documents.
Get rid of the federal reserve system replace with decentralised bitcoin or other sensible solutions

This would be a start. We have too many swamp demons leeching on society without any tangible value other then push paper and argue

Other things I would do is either draft all the lazy bums who obviously perfectly capable of work or give them jobs like picking fruit, production lines, picking up garbage etc no long term abusing of the system unless you are actually disabled or have some really good reason for not being able to work.
