If I was a racist I'd create a "reparations committee" and ask for outrageous sums so people start hating them.

This is an unnecessary headline that is just rage bait. Bet the "San Francisco African American Reparations Advisory Committee" is a tiny organization that has no bearing on anything.
You can hold a microphone in front of a crazy, homeless guy and have a headline that says: "Aliens are invading New York on Tuesday.".
