It is against FTC rules to make false claims about a product, service, or company. The claims must be pretty direct.
You may also be held financially liable for any damage caused by slander/libel in civil court.
Elected politicians or ones formally running for office are strongly protected under the 1st amendment (they can say whatever they want about another political candidate) and their advertisements must be shown on broadcast TV. The local TV station can not say that they want to refuse an advertisement due to being factually incorrect. That does not include cable/internet.
