Are you talking about how in some prisons, inmates are made to work? I mean, even in such a case, inmates probably don't make enough to offset what they are costing the taxpayers. I don't think they throw people in jail with the aim to make money. These people cost more than they produce.
There's a ton of money to be made is prisons, which is why the private prison industry is booming. They do all kinds of shady shit to increase their profit margins, such as nearly 70% of them negotiating lock-up quotas with state/local governments.
