Not necessarily. There are plenty of historical examples of that not being the case. MLK, Ghandi, etc.
The difference between the Boston tea party and this is there was an overwhelming majority supporting that protest against an external force. If you were to do a poll on who supports blocking highways/bridges for protests today, I would put money that the general populace of that country/city would be overwhelmingly against it.
