The China bill has been in limbo for over a year though and still hasn't passed. It seems like it could pass in a few days though. From what I've read, I support the more narrow version of this bill (without all the special interest amendments Dems wanted to add in the House version).

To prepare for the looming geopolitical confrontation with China, we desperately need to build up higher capacities of independent chip production/foundries in both NA and EU. Just a couple of days ago, two semiconductor manufacturers teamed up to build a foundry in France, after Intel had already announced plans for a new foundry in Germany back in March.
