Yes. You can lobby your Congressman to get the law changed. If you can't get a majority of Congress to agree with your assessment, then you're shit out of luck.

Its true that technically people can do that, however in practice it's so difficult, time-consuming and potentially expensive that it's not a true option.

Not really...banks HAVE to report over 10k in a transaction, but can at their discretion report ANY transaction that they feel is questionable.
