It's against the law to cover criminal activity with insurance. It also constitutes an unallowable financial barrier to the free exercise of your rights (like a poll tax is also unconstitutional).

Any felon activity would drop the insurance and availability to carry it. IE the point.
I understand it a bit of a barrier.. that's the entire idea.. I would hope that law abiders pay like 10 bucks a year. no crime etc.
