Kids don't need a fully matured brain to understand gender and sex. Kids aren't these pure beings that don't notice the world and don't develop gender or sexual identity until they snap into being a teenager. There is absolutely age appropriate stuff to talk about in kindergarden, even if it's just talking to them about how to report being abused to the proper authorities.
Also, from what IceMage posted, this bill is almost certainly unconstitutionally broad. It's on the state to prove that something isn't "age appropriate", which they would have to rigorously define to enforce it.
