More moral law than international law, but under article 7 of most state's theft crime law(s), the very thing used to block cellphone radiation in stores is also considered a device used to block anti thievery tech.
So if you try to protect yourself they can try to allege you were "steeling" if your behavior appears suspicious for any reason. It's entirely contingent upon proving you actually stole something or maybe were trying to.
aka, Laws are illusory unfortunately it's about judges relationships to lawyers and the people they work w/ that are topically there to give a return on investment to the private prison systems.
The system can also have people actually steal and walk out when you do to incriminate so always make sure there's no tale when exiting shopping stores ~A very clever spiritual system unfortunately.
But, not to digress:
that's how some of the smartest men think, behave & or act & their location preferences for good reason.
