This isn't as far-fetched as you think. Billionaires either own or are friends with someone who owns media, and they generally have a lot of control over who gets elected. They use their money and influence to change laws. And its conceivable that they want to lower the age of consent so that they can fuck 12-year old girls because they are evil people who only care about their own pleasure.
