There's no "conspiracy", it's happening quite overtly. There's no grand coordinated secret plan, it's just people and institutions acting in their own self interest without regard for long term and/or broader consequences.
-Government benefits greatly from having "justified" access to Emergency powers that are on the books in the event of a pandemic.
-If they can convince everyone that the pandemic will never end, their emergency powers will never end. People are dumb, gullible, and dependent, so they believe what they're told.
-If they can convince most people that the noncompliant are the reason for all of the problems in the world, they can further consolidate their power base by dividing the voter bases/citizenry.
-Check check check. Shit, now they know how easy it is to get away with anything. So, they're going to take advantage of this new-found certitude. It starts with enforcing vaccines, then, using the same tactics, they can force you to vote a certain way. Buy only these products. Say/think only these things. Only live where and how we tell you. Donate to BLM. Accept ever-tightening austerity expectations on your life style. Smile and say thank you the whole time. You wouldn't want to be exiled from society, would you?
