Even in the short term. Tribes and groups with large caches of resources tend towards r-selected evolutionary behaviors which includes rampant sexuality and no long term planning (as opposed to k-selected populations). The hunter gatherer nature of the tribe meant that Africa was always an r-selected population.

The removal of welfare and punishment/reward systems that reward civilized behavior are necessary to civilize these peoples over the course of a few generations.

In theory, but a lot of this land is covered by rainforest, or lacks the water supplies to be used for food production, or consists of low fertility tropical soils which can't feed nearly as many people as the soil in middle latitude regions, and which would wear off after a short period of intense cultivation.

No, not "beyond", just - at 2100. And it's not doubling but more like +70-80%.
Most important is to stabilize these countries, noticed how stabilized African countries have their birthrate going down since 90's ?

One hand saying these countries are growing too fast, "these people are stupid", while the other is pushing for destabilizing governements to steal ressources ...

Covid-19 it was a short-term solution or maybe a long-term with vaccine? Who know whats gonna happen after few years.
