The original constitution did not use slaves/slavery and it avoided the subject. It had several provisions relating to "unfree" persons. Slavery existed there is no denying that but it has no implication of race.

Bringing up one section of the Constitution which reflected the common-place racism of the time does not imply or prove that the Constitution is "fundamentally racist". Neither does bringing up a difficult political compromise which was necessary due to the reality of slavery at the time.

This bill is clearly aimed against stuff like the discredited 1619 project by the nytimes which asserts that racism and slavery were THE defining, fundamental founding principle of America.
