In Mission Impossible 5, Tom Cruise kidnaps the British Prime Minister. Does that make him a bad person? No.
The meaning of deeds is too tied to the context. It is not a reliable basis. The only reliable basis are opinions. Bernard Madoff did not commit any reprehensible act before ruining millions of humans. Investigating his opinions would certainly have made it possible to uncover latent criminality.
Many Americans believe they are experts in psychology. And yet a lot of American criminals are not worried until it is too late, before they have committed their wrongdoing.
You invent incredible ways to prevent wrongdoing (like Mission Impossible), when the most obvious way would be simply to be attentive to the opinions of your neighbors.
