This is a report by the IG of the Department of the Interior, who happens to be a Trump appointee. As the sitting IG, his report does not need to be greenlit by any Democrats/Biden people.

Sorry, but we were (rightfully!) stressing for years that dissenting opinion from within the Trump admin was in many cases coming from Obama holdovers or Dem-leaning bureaucrats - the same argument applies here. The fact that this report was published while Biden is the president does not rule out that it is a pro-Trump partisan piece.

If a lack of ethics/ money making were the only motivation of the media, there would be left- and right-leaning outlets in roughly equal number and quality.

The massive liberal bias of virtually the entire mainstream media cannot be explained this way. Imho, the real explanation is that the main cleavages in American politics used to run perpendicular to the sociodemographic profile of the typical journalist, but realignment saw most journalists (college-educated in a non-STEM field, urban, "worldly", secular) fall into the liberal camp.
