About the kind of shot:

No way to know the ocean's current at the location one mile away.
Two boats bouncing up and down one mile apart, no way to know how the waves are interacting with the other boat during the time it takes for the bullet to get there.
Wind is always an important factor I guess even more so in this situation because it's the open ocean. Hell even the salty air makes it more unpredictable I guess.


Final argument, I'm certain they'd aim center mass over such distance which is what they always do. Do you really believe they'd go like "one mile shot under these circumstances lets go for a headshot".
