Just look at the times article I linked, it's a really good read. tldr: almost the entire failure fell into the responsibility of New York state and New York City.

So, you're asking what Cuomo should have done? He should have used his emergency powers and, if necessary, his authority as the governor to force these empty and well-staffed hospitals to take in the covid-positive patients for the duration of their infectious period instead of sending them back to their nursing homes; red tape be damned.

Here's an excerpt from the times article, describing the problems overcrowded regular hospitals had sending patients to the emergency facility run by the city of New York at the Billie Jean King center:

The city did not allow ambulances to take 911 calls to Billie Jean King because health officials said they did not trust the facility to triage patients. So doctors had to wait for transfers. Few came.

In interviews, doctors at overwhelmed private hospitals said they were told they could not transfer to Billie Jean King because it was only for patients from public hospitals.

Several doctors at public hospitals said they believed their bosses did not want to transfer because the hospitals in the public system each had their own budgets, and they did not receive revenue from patients they sent away. Some said they were told Billie Jean King could treat only people with extremely mild symptoms.

At Billie Jean King, seven workers said in interviews that even with limited ventilators, they could treat most severely ill patients. So according to the New York Times, the exact same problems hampered the city-run facility as the fed-run (Army) Javits Center.
The little stunt with the medical ship that Trump then didnt let be used was a total dick move, I dont deny that. But after reading through the reporting, it's clear that this does not absolve New York's officials from the blame for the myriad of deadly failures for which they are responsible. This is not a "Cuomo didnt do nuffin, leave him alone!!!" situation.

I have not defended Trump's coronavirus response. The fact that you are deflecting Cuomo's failures onto Trump might be read as a partisan attack.

Opposing lockdowns and signing off on senior death warrants are two different things. Trump will be judged by the end result of the pandemic. That is outstanding. We know today that Cuomo sent tens of thousands to their deaths needlessly. That is unacceptable.

In which case we're back to where would he have put the seniors? The Billie Jean King opened on April 10th, which was over two weeks after the nursing home directive and well after nursing homes were infected.

You keep saying this, but as Arsenic and I have demonstrated on numerous occasions there has not been any workable alternative proposed.

The Javits center was open in time, and according to the times report, the main obstacle that prevented it from being used were local red tape and organizational failures. Unlike in the case of the Navy ship, I have never heard of anything to suggest that the feds blocked this facility from being used.
