Trump's first major legislative proposal was to repeal and replace Obamacare, something that would've resulted in less people with health insurance(it didn't pass because he sucks at governing). His next major legislative action was massive tax cuts for corporations and the rich. These were both unpopular proposals... Republicans in 2018 got hammered over and over on healthcare, and didn't talk much about the tax cuts.

Biden's first major legislative proposal is focused on dealing with COVID, and providing economic relief. The bill is very popular according to numerous polls. At this point it looks like there won't be many(or any) Republican votes for it.

Biden's going to sail to re-election because he's uniting the nation(the people, not the politicians) behind common sense policy.

If Biden goes to war with Iran, it would unite the country quickly.

If he avoids social policy even more so.
