Personally, I think increasing sanctions on Russia would be an appropriate response. There should always be a price for engaging in cyber warfare.

To me, you guys sound really naive. We hack adversary governments, entities, firms regularly. This story wouldn't even be a story but it is because the media caught wind of it so the hacked parties now have to publicly address and acknowledge it. Usually, in this type of situation, a corporation would never want to admit it because it damages their public image, scares off investors, scares off customers, etc. For state entities, it's also fairly embarrassing to admit that they've gotten hacked and acknowledge weaknesses.
This hack isn't a one-off event where essentially Russia just hacked us for no reason. In reality, it's just a continuation of the sang and dance we have with various other superpowers for many years but 9/10 times we never hear anything about these hacks for the above-mentioned reasons. So to say we have to retaliate is just to be ignorant of the status quo. We continually attack and retaliate and this cycle has been going on for at least a decade now. Historially we've been much better at it than them but China & Russia have really upped they cyber espionage game in the last decade.
Trump with 2 weeks left in office shouldn't do anything. Whatever response you think is warranted should be thought out and Biden's admin can respond one way or another.
