Congress certifies on January 6th. However, under the provisions of the Electoral Count Act of 1887, Congress is duty-bound to count the electoral votes of states that certified their votes by the safe harbor deadline (Dec 8th this year, which all 50 states met). Since the EC vote is now official, the Jan 6th Congressional count is but a formality.
