When trump first said he was sending the comfort and mercy, the comfort had no staff and the mercy was undergoing repairs, when they finally did arrive, those hospital ships went mostly unused on both coasts due to military protocol on how they were accepting patients, they refused to budge on them at first. At first they wanted the ships to take non COVID related patients to clear up space for the other hospitals, but that wasn't being utilized, then they wanted to take in COVID patients but didn't have the infrastructure set up at the time to take those patients. The temporary hospitals went up after they mostly had a handle on the ICU issues, so they also went mostly unused as well.
What amused me about the ships going unused, they tried to argue that it was showing that they were handling things, but it was bureaucracy and protocol that was preventing their use, not a lack of patients.
