It says as a PRIMARY means of controlling the virus.

As in it shouldn't be the first thing you try.

The reason we had lockdowns is because Trump didn't take already available test kits, opting to develop our own and wasting about a month, and refused to implement contact tracing, and refused to provide leadership to the country.

We do lockdowns because we have to, not because they're sensationally effective or attractive. We did lockdowns because everything short of a lockdown was actively put off by the federal government.

we started lockdowns to flatten the curve. that was it.

Yeah, and you know what would have flattened the curve better?

Contact tracing and adequate testing.

South Korea got their first case the same week we did and their population density is on average way higher than ours. The difference is they did contact tracing, mask wearing, and supported people in isolation. The reason we had to lock down at all is because the federal government fucked up the early response.
