Yep, i guess the bail is definitely not proportional, and system is completely broken.

You must be living under a rock lol. There are a TON of pay to win scenarios in the justice system. Lawyers/attorney in a region network and cut deals with each other. Happens all the time, more likely to get a deal with the non public ones. I'd be for bail being a % of your net income or asset value. Bail is another form to decentivize crime, if you bypass that by being rich it's a broken tool.
