Yes it's not easy to be able to do a clean cut number due to areas certain areas but if I recall the average apartment rent in the USA is something like 1,500. Ofcourse there's one beddrom two, three etc, but it looks like no consideration was given to that in the plan and thus I'm not going to consider it when just looking at an average.
To me the income and average rent are not praportionate and they have as you phrased erred in the side of caution a bit to far.
This all being said it could be that high earners are less likley to take advantage leaving little issues and the more I think about it a couple jointly earning 198k are probably not going to risk anything, but who knows I judge people wrong all the time.
