So would Joe Biden invoke the insurrection act, invade Portland with federal troops and depose Ted Wheeler?

He'd use his power to assist in a fair investigation, start probes into police departments with a lot of complaints, and attempt to unify the country instead of divide thereby reducing the likelihood that we get to the point of riots.

There's a lot of things the president can do that isn't sending federal troops in. Most of the job of the president is making it so that isn't a necessity in the first place, but Trump has no understanding of soft power so that kind of thing is lost on him.

Donald Trump already signed an executive order to ban chokeholds and track police officers with several misconduct violations and push for departments to involve mental healthcare workers on calls dealing with homelessness, mental illness and addiction.
Joe Biden refuses to denounce Antifa. Every democrat refuses to denounce Antifa. Some of them openly support Antifa.

Too little too late.

He should have been continuing the practices of the previous administration of investigating and making assistance agreements with police departments that are known to have problems. Instead he did basically nothing until it became so bad that riots happened in the streets and stoked the flames the entire way. A leader's job is as much about preventing problems before they happen as it is responding to problems, and Trump's inability to use soft power, inability to negotiate, etc. etc. means he is totally incapable of preventing problems. All he can do is be divisive and assign blame to everybody but himself. The coronavirus pandemic is the perfect example, he disbanded the group specifically there to help him see pandemics, and then went out of his way to do nothing until it was too late.

That will be Trump's legacy whether or not he gets a second term. He will be a president known to never see problems before they are problems, and then ignore solutions and try to make it so the problem more affects his political opponents.

You're pretending that unless Donald Trump embraces 100% of the liberal agenda- even that driven by irrational fearmongering narratives rather than science or fact- he's not going far enough.
But meanwhile Joe Biden won't even take the cursory step of disavowing his terrorist supporters.

Donald Trump took endless flak for denouncing white supremacists repeatedly while pointing out there were good folks who weren't white supremacists at charlottesville
Joe Biden won't disavow domestic terrorists, and some of the democratic politicians are openly in cahoots with them.
