What strikes me the most is how needlessly specific this paragraph is. If it had been a coincidence, I would have expected the article to talk about "an Iranian general" instead of "former commander of Iran's revolutionary guards, Qassem Soleimani", and "being at a known location" instead of "visits Baghdad for a meeting and you know the address".

But for real, this is way too conspicuous and needs to be investigated at a minimum. When the Daily Telegraph published crosswords that included Utah, Omaha, Overlord, Mulberry and Neptune prior to D-Day, MI5 stuck their heads in there and made absolutely sure it was just a weird and unlikely coincidence and not a spy dropping warnings for the Nazis. Turns out it really was just coincidence, though perhaps involving random leaks of war-related phrases that were included without intention.
This is the kind of serious national security threat where at a minimum Steven Simon should be getting a visit from Men in Black who snoop around his stuff.
