It wasn't even a strategic move to maintain tensions in order to justify or intensify US presence in the area because all this mess elevated Kim Jong regime on international scene.

North Korea only goes as far as their Chinese master's let them. China likes the fact that NK is a thorn in the US's side but don't want them to trigger an event which would bring a joint military action by the US and Russia.
