During war it's prudent to take hostages to question them and investigate to get an upper hand for future engagements.

Same applies to domestic terrorism, foreign terrorism, and even drug smuggling. Shoot coyotes on sight and you'll just get new coyotes, capture one and it could lead u back to a den so you can drown the pups.

trafikking humans is a big business. So damn big like the banks that it cannot fail. If the law enforcement agencies wanted to bring them all down, they could do it with ease. However, something prevents them from doing it. The answer is money or fear. Probably a combination of both. The american government has skipped due process before and sent people to cuba. So they skip due process whenever is convenient for them and not for the people. Fuck those corrupt basterds. Time for people to take the law into their own hands once the government fails to their job.
