I think an embassy would be a great jumping-off point. Obviously won't happen on this administration, but some sort of push for external press/reporters to come in would be a huge victory. We're not going to disarm NK. They're armed. There's no going backwards, so all you can do is try to go forwards, and I think the best way to change that nation is to improve the flow of information, ideas, and communications. At a personal level, that looks like expanded press rights, even if that just starts as freer foreign press whose publications never see NK's people. At a governmental level, that's an embassy and some sort of...I don't know, trade relations? Something that establishes a handshake now and some sort of ongoing, necessary communications between the nations at SOME level.
