same goes for alcohol. old enough to die for your country but not old enough to drink a beer.
in both cases a consenting parent figure can easily circumvent the law, but a young adult planning something nefarious has a harder time.
if we're going to take a highly specific incredibly nuanced approach to stopping mass shootings, without going Aussie, this seems like a pretty fair compromise. No AR/semi auto ban, simple restriction that in all likelihood wont stop a single law abiding citizen from getting one. Do you know of any AR owners who dont have adults in their lives who got them interested and would help them get one? Or better yet buy one and hold it for 3 years until its legal for the child to posses? What does this stop? kids taking ARs to their freshman year in college? Solo hunting with a semi auto rifle from 18-21? etc
