Israel and the USA are heavily involved with supplying terrorists in Iran to carry out random terrorist attacks inside of Iran, giving them weapons to fight against the Iranians government.

Israel might be strong country but it can not deal with all the threat around it.
In order to do so they must cheat like they did in the 6 days war.
They made a pre attack on Egypt in order to destroy their entire air fleet.
War is all about being smarter then your opponent its not going to fair.

Now about "Israel should not have nuclear weapons" we haven't used it since they 60's, so we kinda proved we are not gonna use it unless its doom's day which is when you face annihilation.
Iran on the other hand is a country calling publicly to annihilate Israel, so if a country like this want to develop nuclear weapon I'd say no thank you.

So by aiming to civilians in order to achieve your political goal you are a terrorist Israel is not achieving political goals by bombing leaders of terrorists groups since these are not civilians these are the people who shoot rockets on a daily basis in order to achieve their political goals

furthermore even when things are quite it doesn't mean nothing happened for example the Jihad groups can arm themselves with more weapons such as new rockets so if Israel knows about some warehouse with a rockets in it I do not see why not to bomb it.
