Problem is civil wars do not erupt from the poor segments of society. They erupt when well off segments want to be more well off.

Look at the civil war. It wasn't the oppressed blacks that rose up in the south to cause a civil war. It was the wealthy southern plantation class that didn't want to lose their cheap labor.

In fact black uprisings happened several times and never got very far, exactly because they lacked any kind of meaningful institutional support.
