the use of the word "law" here is misleading. this wasn't a law, but rather a procedural action within an already established law. mail in voting, either the creation of it or banning of it would be a "law", changing the procedures of that act aren't. they're within the discretion of the electoral body of that state. dates they must be received by, and when they're counted, aren't universally a matter of law afaik. and that's what happened here.
in any case it was DOA because no state can sue another state without grounds to do so, and mad Texans didnt have any grounds to sue as they can't claim damage from this event.
as history often repeats itself this is nothing but a mirror of the 2000 election and hanging chads. Florida encounter an issue, and Jeb & co. made a call that won his brother the state. them's the breaks.
