The entire durham report is him whining that the FBI opened a full investigation instead of a preliminary investigation. Yet can't offer a single change the FBI should make or recommend any sort of charges as no one did anything wrong. Literally the second highlighted sentence in the posted docs says they opened the investigation based on a tip from an Australian diplomat not anything with the clinton campaign.

Durham explicitly criticized the FBI for relying on uncorroborated and flimsy evidence in large part derived from political enemies of the Trump campaign. In addition, he notes that the Trump campaign was given no defensive briefings, in complete departure from precedent and in stark contrast to how the FBI was treating similar concerns with respect to the Clinton campaign.

The FBI doesn't even seem to dispute any of this, but rather tries to hand wave it away as the singular fault of prior leadership. When Republicans regain control of the Executive branch, they should first and foremost conduct widespread changes to the bureaucracy. I'm ranked importance, nothing else is remotely close.
