Maybe Putin killed more than 500.000 people during his 22 years in charge. But numbers are not the main point and I think you should consider the international laws aspect:

Specific war crimes (like BUCHA) are not the same kind of "crimes" done during fights in a town against other forces (= civilian collateral).
Also; using very, very, destructive weapons (like the TOS) to destroy an entire town with civilians inside, is over the red line too imho. Then rape, torture, random executions etc

At this "blatantly criminal" score it's pretty clear that Putin is far beyond. And regarding Xi-Shitping: it's also horrible but different, it's domestic and much harder to characterize on the eyes of an international court.
I means... Even Putin did not push for mass sterilization or millions people working camps....

Finally Bush: war crime appears more specifically at the infrastructures destruction decision (along with the sanctions effect).
At this point; it wasn't necessary and the consequences were easily predictable (I guess so, this is the job of the experts and trial).
Still; It wasn't a direct hit, it wasn't rape, torture, not even ammunitions. So it's all at law playground, figure out.

I have to vote no for this .

Reason.

If I have to use a moral stance on this I would have voted yes.

But realistically speaking he wasn't the root of the problem for the war.
he was merely a " puppet " . The problem lies deeper within which cannot be solved unless we start having a multi polar world ( but there are pros and cons).

Furthermore , ICC is utter trash and a mere political tool, so it is kinda useless when it comes to " Superpowers " .

This is the root of the problem from my point of view.
