That's not what innate means. The Constitution GUARANTEES innate rights, it doesn't GRANT them.

You have to take the constitution and the various other declarations, as whole entities. You can't pick one word or one line out of them.
You have to bring the context also.

The constitution works through a government. The government cant allow outside forces to destroy the government.

The government can't allow outside forces to infringe upon innate rights held by the people. This means the government can't infringe upon those same rights, either (without an overwhelming public interest).

Besides, you have it backwards. The Constitution establishes our government, and the government works through the constraints of the Constitution.
