I would imagine that Shapiro, or anyone for that matter... "couldn't" flesh that out and still remain... out and walking about. That kind of "fleshing something out" requires courts and some serious legal assistance.
That would be almost as bad as Shapiro saying that the IRS are... embezzling or similar. Just not on his list of "smart moves" for a public figure.


Any way, theHILL already made that accusation, with at least some limited proof, back in October 2016 0r 2017. Three articles all claiming (and showing some proof), that the DOJ and the FBI were in cahoots and up to no good.

Several high ranking officials in both orgs showed anti trump bias with intent to prosecute. Its a hyperbole but it isnt false either
