btw, I'm not a fan of partisan gerrymandering at all. they should stop this shit. not just that it is undemocratic, it makes the parties and incumbents lazy and lose touch with their constituents.
what should also be mentioned is that there is not just partisan gerrymandering, but also self-gerrymandering. the democrats in particular have their voters centered in very compact clusters, which creates lots of "lost votes" in their house districts, and makes it harder for them to compete in the senate. this is the result of them being the party of urban and coastal voters. they willingly chose this coalition despite knowing that it is somewhat disadvantaged in congressional elections. (not presidential elections btw, see the comments below.)

which "other systemic flaws" are you referring to? the fact that the senate and the electoral college favor the smaller, more rural states is intentional design and was a prerequisite for the ratification of the constitution.
in general, I dont even disagree with your conclusion that the republicans wont be able to forever inflate their political power beyond their popular appeal. what I highly disagree with is the notion that they are the villains and the only ones willing to leverage those features of the american political system to their advantage. at the end of the day, they are simply more successful with it in recent years.
one last comment about the electoral college: it is not systematically benefitting republican candidates. in 2004, 2008 and 2012, the electoral college favored the democratic candidate. (the democratic margin in the tipping point state of the election was better than their popular vote margin.)
