Simply put, the success of "nation building" that we saw in Germany and Japan was the exception, not the norm. It was a big mistake to expect similar outcomes in Iraq or Afghanistan, and it would be an even bigger mistake to try the same, failed template in Gaza or Iran.
Actually Iran is an exception to what you described. They have thousands of years of consecutive culture and identity. Unlike Iraq, Afghanistan or modern day Palestine.
I'm not suggesting its a given that Iran could be successful, but they have more of the building blocks required. Far more than those other countries.
