It could also be an elaborate trap/4d chess move by Trump's advisors (obviously not himself): lure the Dems into thinking that Trump is panicking and wants the investigations to end real bad, so that they double down on them. Which would make them look desperate and out of touch with the issues important to ordinary americans, while Trump could present himself as the reasonable, results-focused guy.

well, very few topics are as explosive as the pretense of the Russia probe was. you are probably right that there will always be a circus as long as trump is in office, but by far not all of them will draw public attention as much as the Mueller report did. some minor circus will not suck the life out of the ordinary political process, will not divert legislative resources from the substantial problems of the country nearly as much as the Mueller report did.
