Simply put, the success of "nation building" that we saw in Germany and Japan was the exception, not the norm. It was a big mistake to expect similar outcomes in Iraq or Afghanistan, and it would be an even bigger mistake to try the same, failed template in Gaza or Iran.
Korea can be excused for 'historical' advanced empires but it certainly wasn't even close to developed pre WW2. I mean, somewhat ironically for this example it was Japan that started the nation-building in Korea with infrastructure projects, but they didn't take off like a rocket until decades later, modernizing in full in the 60s/70s and booming in the 90s+
There's exceptions to the exceptions
I mean, Iraq honestly had a chance at being a regional power and booming under secular ba'athist rule, and if we had been allied with saddam instead of trying to kill him, maybe it would have. Likewise Iran is already an ascendant, albeit low tier, world power and soon nuclear power- easily capable of that same kind of success if given the opportunity. Afghanistan by contrast is just a bunch of goatfuckers
