It wasn't an official policy meant as a deterrent. Nor did they lie about it, back peddle about it or blame the previous administrations after their own memos came to light. Totally the same thing though.

Obama did have them in cages, Trump didn't. Trump was accused of it, but it turned out that those were pics from the Obama years.
