The reason that the northern territory is being so strict is because it is a series of VERY remote towns and settlements that are not even close to equipped enough to deal with a large covid outbreak, there would be thousands of deaths if they just ignored the issue.
Some towns in the north are seven or eight hours from a hospital.

We are talking a place 1/7th the size of europe with a population of 247,023.
Also every single animal and insect up there can kill you, so we need our few hospital beds.
