To be fair, large parts of the US weren't badly affected during the first 1-2 months when it was mostly in New York, so it made sense not to be testing as much in the rest of the country. France is much smaller, the virus quickly spread across the whole country.
Btw: France is in the middle of a second wave right now, they averaged around 12k daily cases over the past week, with a population which is quite exactly one fifth of the US.
