Free college might turn out the college kids though, so that's a smart move.
Turnout was low in part because of Democratic division.
But you cited more important factors in the above post. Hillary couldn't turn out the Black vote like Obama did. She also did not inspire the young vote as well as Obama.
Obama covered up a lot of the DNC's flaws. And funnily enough, I think Trump did the same for the RNC in 2016 with white voters with a high school degree.
