His bills touch upon the fields mentioned in the 60 words, but nothing more.

He hasn't created millions of jobs, let alone "good" or "union" jobs. He hasn't rebuilt America's crumbling infrastructure and Biden's bills are only a drop in the bucket in this regard. A few subsidies for electric cars is not the same as "laying a new foundation [to] withstand the impacts of climate change". "Improve public health" is a promise so vague and unambitious that you won't find a president going back to the 19th century who didn't do that.
