If you lower the standards enough you can see any message in any image. I dont see that as even approaching racism without some big stretches

I really dont think that the person who drew it had antisemitic intentions in mind. The star-of-david collar around Netanyahu-dog's neck was most likely intended to give those readers a cue who arent familiar with Netanyahu's face or didnt recognize it in this image.

So in the end, the pic imho bordered on anti-semitic tropes while not really crossing the rubicon. Nonetheless, it was clearly derogatory and tasteless. But the nytimes recognized and owned up to its error quite quickly, hence, we should let this issue rest and not try to artificially blow it out of proportion in a desperate and petty attempt at scoring political points.
