I don't see anything overtly controversial about this. Maybe the nose is exaggerated too much and seems like a racist caricature? Kinda I guess?

The dog's face is that of Benjamin Netanyahu. The caricature is probably meant to say "Trump is blindly following Netanyahu's lead" (on Middle East policy), implying that he should stop it, should stop sucking up to Bibi/Israel's right.
