As I pointed out years ago, it was a bluff on a piece of legal fiction where his prosecutors had no chance to win, never expected anyone to respond and were just making a symbolic motion with the charges. The theory used to invent a crime makes everyone posting on PARD a criminal guilty of defrauding the FEC. And proceeding with discovery would mean giving the Russians access to the sensitive evidence. So they tried to deny due process and block discovery, tried delaying tactics even up to the point of dumb stunts like flooding the docket with terabytes of untranslated Russian social media posts, and dragged this trial out until it was forgotten and the news cycle moved onto something so pressing nobody would notice when they dropped the charges.
